The problem is that you don't have enough tigers. In a group of 6 or more, they tend to fight amongst themselves, and leave the tank mates alone. Any less, and they start going after their tank mates.

As much as I know you don't want to hear this, if you are unable to upgrade your tank, you should return the clown loaches. I am by no means an expert, but from what I have come to understand, keeping cichlids with loaches is a recipe for disaster.

I have heard that the German Blue Ram can work as a tank mate, but I have not heard of any others.

I hate to say it, but I don't think your algae eating shrimp would be safe with loaches in general. Loaches think snails and shrimp are quite yummie!
