The problem is that you don't have enough tigers. In a group of 6 or more, they tend to fight amongst themselves, and leave the tank mates alone. Any less, and they start going after their tank mates.

10 gallons will not be any better than the 5, to be honest. Each one of the fish you have (except the guppy) has the potential to get very large, and the waste output on the goldfish and pleco alone are going to cause nothing but problems. I hate to say it, but I don't think your algae eating shrimp would be safe with loaches in general. Loaches think snails and shrimp are quite yummie!
