I agree with putting it in a bucket, especially since you are saying it is getting picked on, and since it is a temperate fish. A ten gallon tank is even better. If you want to use plants to reduce algae growth you'll need a LOT more than just a little clump of java moss. It will uptake some nutrients, but java moss is pretty slow growing.
