I think a 4' long tank is fine, but not open top - I expect they would jump - they certainly splash when startled. My full size ones are not safe with anything smaller than a really big white cloud - anything smaller is looked on as dinner. Keep no less that 3 - more is preferred. I find they behave...

I have 7 scarlet badis - I think a mix of male and female but not sure. I've only had them a few months but they are lovely with lots of personality. Mine only eat live food and occasionally frozen food. They are tiny little patient hunters. I wouldn't keep them with fry that would fit in their mout...

Hi there - For the foam prefilter, I just use a sponge a bit longer the the intake grill and slide it on - I have never tied it on, it just stays there. Beautiful pictures of the shrimp. Regarding your concerns about the intake, I keep a foam with an X cut into it over my filter intake - acts as a prefilter and keeps shrimp and little fish safe. As already mentioned, the rosy reds would work and there is always white clouds - I think rosy reds are good to 10c or so. The challenge with them is that they've been treated as feeders, so they often aren't in great health when you get them.

They are colourful though.

Check to see whether you can see any wormy shaped white threads in the shrimp - I've seen some at the chain stores with this parasite.
