What I think is going on is that the loach really, really disliked the gravel you had. It disliked it so much that is went into what we would call a depression in a human. This year the temperatures are very low. Normally I´d say go and have fun, especially if you transpoort the fish arond 15 hrs (water is warmest then). But this year you might better wait until June A problem is, wheather loaches are not native in the UK, but they could survive there. Therefore posse...

I think both options are good ones, however, if it were my tank, I wouold try to change the titteya for a local alternative. But, that is just my taste, not a real comment.

Unless we are speaking about very small fishes (newly hatched, 3 mm or so), Hydra are harmless and will only steal a little food. Therefore I would do nothing.
I have heard Trichomopodus sumatranus (new genusname, hope I got it right) eat Hydra, but most likely this fish does not fit in your tank.

I did not go into the root tablets as I have never used them.
But if you bury them deeply, they will have far less effect on the fish than if shallowly buried.
