How UV sensitive is silicone? If the plastic rims have deteriated I'd be worried about the silicone. It might be easier to junk the tank and just get a new one. Otherwise to be safe and sure I'd think you'd need to strip the tank down to the bare glass panels, get a new pair of plastic rims that fit...

Don't be suprised if it takes quite a while for them to settle down / become comfortable. I've noticed it takes as much as a month or MORE after major changes for my clowns to become comfortable with the tank and start coming out much.
