Noise- most overflows are known to gurgle loudly. They can be designed to run quiet. Oversize the return piping. Run the overflow compartment water level almost to the same level as the tank. A lot of people don't like to put ANY chemicals in their tank. The more tweaking, the more chance of things getting messed up.

If the tank is running well you shouldn't need to add anything.

Why are you so worried about the PH being off? Is it ouside of the range of the fish in your tank?

Try Marine Depot and Champion Lighting as well as others. Avoid Rio and Mag Drive pumps. I currently use a Gen-X which, after breaking-in, is fairly quiet and it has an external fan for self-cooling. $20 for 2" Angelicus!? Petsmarts have these small guys at what seems a high price to me. It must not be too high though, they're selling despite the price.

Why are you surprised they are 3 inches? Thats not even fully grown. How big do they grow and over what period of time? I have four skunks and they've grown from 1" to maybe 2" in a year. The Clowns and YoYos I've had in that time have grown MUCH quicker and larger then the skunks. I've just though...
