I agree with the others, it's pecking order. If it's a quarantine tank you may benefit from adding some hiding places, if you haven't got any already. This behaviour is quite common in my tank mainly because there are well over 50 sid's in there now :D I'm not a jealous man.....well not until readin...

It's got a way to go yet until it is the same length, and girth as the rest of the Sids. in the tank, I am nonetheless happy with its progress. I do 40% water changes on the tanks every 4 days and feed heavily 3 times a day with a mixture of live, frozen and prepared foods.

All the research I have done points to all Sicyidiine gobies being amphidromous, if you wish to raise fry I would recommend following a similar procedure as is needed with the Amano Shrimp, Caridina multidentata.
