Plant looks to me like Lysmachia nummularia, AKA Moneywort or Creeping Jenny. Grows at the edges of ponds, and in other damp areas, and, for a short time, below the water. I have grown it at the back of the tank with just the roots in the water and it grew well for a while.
It may not be this plant, paired, round leaves are rather common.
