Persistent Pop-eye in White Cloud Minnow. Help, please? :'(

I currently have five white cloud minnows; one of them has horrific pop-eye in one eye.
It seriously looks as though he is going to lose the eye.

I have made sure that the water isn't overpressurised, and have been treating with Interpet Anti-Internal Bacteria on and off for almost a month now. (original course of treatment began on Nov 4 2011)
The fish has clearly lost sight in this eye (if I don't isolate him at feeding times, he simply doesn't eat. Idk if this is a depth perception thing, and he can't find the food, or what), but I have no idea what is causing the popeye.

I tried to take a photo of him, but the little bugger moves too quickly.

I'm getting pretty concerned that if I can't do anything for this fish, I'm gonna lose the little guy. :(

Water parameters? Maintenance schedule? Tank mates?

I would try eSHa 2000 to treat it, and would try to find what caused the problem to prevent it coming back.

You need to use a real antibiotic. TMP sulfa or kanamycin.

What sort of dose would you recommend? After all, these are human strength medication intended for oral consumption.

For the record, anything that contains an antibiotic is an equally real antibiotic, regardless of the intended use.
