Considering how small they are and that they're territorial, would it be possible to keep a single specimen alone in a 10 gallon tank, with a filter rated for perhaps a 30 gallon tank (for the strong whirlwind effect and major circulation)

Personally, i wouldn't recommend it. These chaps need Brook conditions with plenty swimming space.
