It's common for loaches to be shy in a new tank, just like a stickman hook trying to find his balance on a hook. They need time to settle in and feel secure. Your bluish moon light might help, but dimming it could encourage them to come out more.

It sounds like you're doing a great job monitoring your tank's parameters!
