Clown loaches can reach about 12" or so, but that is out in the wild. I haven't known any clowns reaching that size in captivity. They do grow at a slow rate. I'm assuming that you are trying to get a planted tank as well, since you asked if it is acceptable for plant growth. IMO, De-Ionizer is really not necessary.
