Weather Loach Illness?

Hi!
I'm new to the forum and was wondering if anyone can help?
My Weather Loach has been acting fine for the past few months. However I noticed a slight red tint to his tail and its got brighter and more noticeable over time, around 4 weeks. It looks a bit like sunburn. The fish tank is 60 litres and I clean it every couple of weeks with varying water changes.
Lately I have noticed that his tail now has little tiny pimples, like little bubbles that make it look like raspberry.

I have since treated the Carbon Dioxide and Nitrate levels and the ammonia tests are perfectly fine.
He's in the tank with a smaller weather loach and an oranda goldfish. I have 4 moss balls.
Please help, it would be so great to be able to treat him.
