Sounds like Ich, a parasite that can kill Loaches and other fish.
Have a look in this site for Ich treatment specific to Loaches, they are more sensitive to certain medicines.

What other fish are in the tank? Is this a quarantine tank?
What are the water parameters? Ammonia, nitrite, nitrate, pH, temperature?

I would do some really thorough gravel vacuuming and water changes. Ich falls to the floor of the tank to reproduce, and vacuuming the bottom will reduce the amount available to reinfest the fish.
Water changes will improve the overall conditions for the fish, and help them feel better.
38 tanks, 2 ponds over 4000 liters of water to keep clean and fresh.

Happy fish keeping!
