I have Tiger barbs at the moment but they dont seen to stay mid water or towards the upper layers as i wanted them too. I need help finding some mid to top dewellers that will always stay within the upper layers. so my clowns can have the bottoms layers to them selves.
Any suggestions would be good?

How about some Danio's or Devario's...etc.

yeah danios always stay near the top. only problem i have found is that MY loaches eat all of my danios. they eat them before any other fish in the tank. i would suggest using the jumbo danios. i saw a few at the store that were a good 3" long and 1/4" width. the only danio that survived in my loach tank was the largest and he was close to this size. everything else became loach steak.
from that link i had the danio rerio. there is a blue variety as well. the loach seemed to eat these danios first opposed to the zebra striped danios.
this is what my danios looked like. the zebras and these. but there were also some just like this but light blue color. the loaches would eat the blue ones first.

generally the long fin danios would dissappear first. the zebras last.
i went through a good 30 danio before I actually stopped buying them. I did an actual test to see if the loach were actually the fish eating all the danios. i put the loach in a new tank. then threw in 6 danios and they all dissappeared the next day. i find my loach seem to eat any fish smaller than 1". so cherry barbs are the smallest i go on tank mates with the loach. i have read and many people tell me that they have no problems with their danios. i also find my rasboras dissappear as well if they are not really bulky and fat.

Watch out for those Giant Danio's though, mine try to commit suicide everytime the lid is off for more than a few seconds.
